What arguments are there for and against tort reform?

I'm doing a research paper on tort reform (congress legislating what cases can go to court). So far I've found out about the cheeseburger bill which stops people from suing food companies for making them fat. Basically, I'm trying to prove that tort reform is unconstitutional and has detrimental effects. If you could, provide any arguments you can think of as well any evidence you know of (additional examples of bills or laws restricting what can go to court would be great). Thanks!
