I would like to know........?

I would like to know why can't we or school districts make students reinvent their chemistry, biology, etc. instead of having them learn other peoples discoveries. Why do we have to learn and memorize others discoveries when we can invent our own and establish our own theroies. Why do students have to learn others way of doing things instead of creating their own? Thank you in advance!
