Can you buy hand-cranked gatling guns w/o permit?

I seen one of the Ruger 10/22's at a gun shop and it looks like it would be fun to shoot, but how you would get both barrels to shoot to the same point I do not know, the barrels were separated by 3 inches apart side by side, I don't recall the price
