Will "pathway to citiznehip" include U S births from illegals?

No one can disagree that many out of wedlock births occur in the United States due to relationships, legal and illegal relationships, with illegal aliens. These births seldom ever result in the woman getting child support and most often places an additional burden on the girls families and the welfare system. IF the pathway to citizenship plan materializes (and I hope it never does) will it also take this into consideration? In most states if the girl is under the age of 18 it is a felony; will investigations include a search to ensure the illegal does not have one or two or a dozen illegitimate kids on welfare or is this another crime the pathway to citizenship concept will disregard?
