Could signal degredation cause intermittant problems?

I have a USB webcam that is connected to a computer with two USB extensions (plus the wire coming off of the webcam). The total distance is over the 5 meter max for USB 2.0. Sometimes it works, sometimes it doesn't. Would signal degradation cause intermittent problems like this? I thought Digital signals were all or nothing in regards to transmission. Any help would be greatly appreciated.
